Tupac Amaru Rebels have taken over the Japanese embassy in Lima, Peru.  The attackers have taken the Ambassador and a number of Japanese and Peruvian government officials hostage.  Negotiations have been underway for 170 days but there has been no breakthrough.  Some hostages have been released, but an unknown number of others remain inside the embassy.

Surveillance indicates terrorists on all three floors of the complex.  It is believed than most of the hostages are on the first floor, although the Ambassador may be in his office on the third.
